With appropriate crew I can smash my 1.1M Saladin into a 14M base with ships and crack it in less than 10 attacks. This guy here was probably scouting systems for a good base to raid, has a ship to do it, and put good base cracking crew on it (Khan is awesome for that). Point is, with enough effort any defense can be breached.

Khan/Kirk/Spock is the crew I use for base cracking. 3 years in, there's still no substitute for a shield that never drops. Best crew for draining is pretty easy, provided you don't have an Amalgam, which you don't at OPS 31. 2/11, 4/11, Stonn. Nothing matters but cargo hold. If you don't have 2/11, then use Klaa or Pan for a slightly faster ship.
